That should read "Doctor" Roger Freeth. The ideas man was actually a scientist himself, with a doctorate in quantum physics , and the bike in question actually circulated Pukekohe race track in New Zealand two and a half seconds a lap quicker with the wings fitted. Yes-Crazy person was right, down force does work deep into a corner. The wings were banned due to safety fears by other riders, but not before Rhodesian engineering genius Colin Lyster (the man who invented disc brakes for motorcycles) also tried a spin on a similar idea.
Take a look at the front ends of the Moto GP bikes this year...he may have been on to something. :P
